In Vadodara, Gujarat, a daylight choghadiya runs 1h 21m to 1h 41m, sunrise moves 1h 27m across the year, and solar noon sits 37.3 minutes behind the clock. All three computed at 22.31°N 73.18°E.
Vadodara is the middle case in every sense: geographically between Ahmedabad and Surat, and numerically between them too. That makes it the right city on which to ask whether intra-state differences are worth respecting at all.
The honest answer is that a single boundary differs by a couple of minutes and the eighth differs by closer to ten. Whether that matters is a question about your task, not about the astronomy.
