Most discussions of Indian sunrise offsets are abstract because there is no city where the offset is zero. Hyderabad, at 78.49°E, is close enough to make the comparison concrete.
Sixteen minutes is small enough to be nearly invisible in daily life and large enough to matter at the edges of a slot. That is a useful calibration: it tells you what "a small offset" actually looks like, which makes Rajkot’s 46.8 minutes legible as the large number it is.
